Of What's the answer? is on the way. A new law stipulating that only agencies with an official permit may still employ or second staff. The aim is clear: greater reliability in the market and more certainty for clients.

From 2027 You may only work with agencies that have this permit. If you work with a party without a permit, you can be held liable as the client and risk a fine.

That might sound like something for later, but in practice it's already becoming relevant.

What changes specifically?

The WTTA is intended to separate the wheat from the chaff. Only agencies that have their basics in order will soon receive an admission number. Think of:

  • correct and timely payment of wages

  • compliance with collective labour agreements and legislation

  • transparent contracts

  • Sound financial management

For clients, this means that responsibility is shared more emphatically. Not only must the agency comply, but you must also be able to demonstrate that you are working with the right parties.

Why thinking ahead now is wise

Although the law will not fully come into effect until 2027, serious agencies are already preparing. This is not a formality, but requires structural choices in processes, administration, and governance.

My advice to clients is therefore simple:
Don't wait until it becomes mandatory.

Ask your suppliers questions now:

  • How do you prepare for the WTTA?

  • Can you demonstrate that processes are compliant?

  • Is your administration already set up for this?

The answers often say more than a promise of the future.
